Quick answer: Begin by connecting cement type and strength class, plant, recipe/version, constituent provenance, technical performance, declaration of performance and conformity, and environmental evidence to a reliable product identity. Design a system that can serve bagged cement, bulk deliveries and multiple sites, while making changes traceable. Pilot the flow now, but do not claim that the future cement DPP fields or compulsory start date are already final.
Regulatory status, reviewed 20 October 2026: Cement follows the revised Construction Products Regulation (CPR), Regulation (EU) 2024/3110, notably its construction DPP provisions in Articles 75-80. The CPR 2026-2029 Working Plan prioritises cement, building limes and other hydraulic binders, with revised technical specifications targeted for 2027. The product-family transition and the construction DPP system depend on further legal and technical steps. No blanket binding October 2026 requirement to issue a Cement DPP exists, and the 2027 standardisation target is not the same as a universal passport compliance date. Cement and clinker may also be covered by CBAM, a separate import-carbon obligation.
Editorial disclosure: GoodsTag is a Digital Product Passport provider and publishes this guide. Examples are project recommendations, not a claim that an unadopted delegated act already fixes a specific cement passport schema. This is not legal advice.
Step 1 - Identify the exact cement product and economic operator
Start by listing each cement product by manufacturing plant, type and strength class (for example, CEM II/A-LL 42.5 R), relevant harmonised technical specification, route to market and whether it is bagged, bulk or dispatched through an intermediary. Include clinker producers, grinding/blending plants, own-label importers and logistics partners in the supply-chain view without assuming every one has the same passport obligation.
Keep related product families separate. Ready-mix concrete, mortars, fibre-cement products and precast elements are not automatically "cement DPP products" merely because cement is an ingredient. They may be subject to their own harmonised specifications, economic-operator obligations and product-family implementation schedules. A concrete producer may need cement information as an input without inheriting the cement manufacturer's exact future DPP duties.
Deliverable: product-type and operator register: product class / plant / owner / trade name / strength / selling format / supplier inputs / applicable harmonised standard / DPP status / reviewer.
Step 2 - Keep four different documentary systems distinct
| System | What it establishes | What it does not automatically establish |
|---|---|---|
| Declaration of Performance and Conformity (DoPC) under applicable CPR provisions | Declared product performance and conformity information | A complete, linked digital product passport service |
| EPD / LCA | Assessed environmental data under a defined programme, product and methodology | All regulated identifiers, safety documents or access workflows |
| CBAM records (for covered imports) | Import-carbon reporting under the CBAM framework | A construction-product DPP or CPR conformity |
| Digital Product Passport | Structured product information, identification, controlled access, links and updates as required by the applicable regime | Independent proof that every underlying test or environmental claim is correct |
The sensible design is to reference and reuse validated data rather than retype it. For example, an EPD may provide environmental information, but a DPP should preserve the EPD's product scope, declared unit, programme rules, relevant modules, validity and verification status.
Step 3 - Define the minimum useful cement data model now
Organise your pilot into six blocks, clearly labelling final legislative status for each field:
- Product identity: manufacturer/operator, cement type and strength class, product-type identifier, declared use and plant.
- Composition and materials: clinker percentage, limestone, gypsum, slag, fly ash or other additions, product recipe/version and relevant source batches.
- Technical performance: properties required by the applicable standard and DoPC, relevant test methods and supporting lab records.
- Environmental performance: greenhouse-gas impact, declared product/unit, A1-A3 and other relevant life-cycle modules, factors, source data, assessment year and confidence/verification.
- Safety and documentation: instructions for use, safety handling, REACH-related material where required, labels, certificates and controlled documentation.
- Manufacture and distribution: plant, run/production batch, production period, silo and loading/shipping references, links to material origins where available.
Under Article 76 CPR, the construction DPP design contemplates DoPC information, general instructions and safety data, technical documentation, labels, identifiers and other relevant records. Use the actual legal text and upcoming delegated act to determine exactly what is mandatory and to whom each field is accessible. Do not make the whole recipe public by default.
Deliverable: versioned field register with supporting-evidence links and a binding now / pending specification / voluntary business data classification.
Step 4 - Build a traceable clinker-to-cement relationship
This is the sector-specific implementation challenge most generic DPP tools overlook. One cement product may blend constituent materials from several sources and periods. A recipe change or a plant switch may affect emissions and product classification, but the marketing product name can remain unchanged.
Consider this illustrative chain:
Clinker batch CL-031 (kiln/site A) + limestone lot LS-009 + gypsum lot GY-018 → recipe R-CEM-II-v3 → mill run M-081 → silo S-4 → bulk loading BL-104 / bagging batch B-205 → customer.
Define which upstream references and quantities are required for an auditable mass/material balance. Preserve product formulation ownership and confidential inputs; expose only what the rules and authorised recipient access require.
GoodsTag calls this linked model Digital Product Passport (DPP) and Digital Material Passport (DMP). "Digital Material Passport" is a useful industry/architecture term for connected constituent records, not a separately defined universal statutory passport. GoodsTag's cement solution illustrates parent-child DPP/DMP links, but this is an architecture pattern rather than a claim every input legally needs its own DPP.
Step 5 - Establish the carbon data pipeline independently of the marketing claim
Cement buyers increasingly ask for low-clinker products, verified embodied carbon and consistent EPD data. An attractive "low-carbon" claim does not substitute for a valid calculation. Identify data sources for kiln fuel and electricity, clinker factor, raw materials, grinding energy, transport and any site-specific emissions. Document the chosen accounting framework and boundary; distinguish plant average, product type, batch estimate and independently verified declaration.
A practical evidence record includes: product and plant; declared unit; reference period; life-cycle modules (including A1-A3 where relevant); emissions factors; calculation/EPD methodology; allocation/assumptions; independent verification status; underlying data version and approval owner. A reduction against an unclear baseline should be treated as an unsupported marketing claim, not automatically presented as a certified environmental achievement.
CBAM separation: Regulation (EU) 2023/956 covers specified imported cement/clinker goods with its own thresholds, deadlines and embedded-emissions rules. EU producer DPP information may help commercial partners, but CBAM numbers are not inherently interchangeable with EN 15804/EPD GWP or future CPR passport figures.
Step 6 - Handle bagged cement and bulk deliveries differently
The appropriate carrier location and granularity must follow the final construction DPP system rules. For the prototype, test:
- Bagged cement: stable product-type identity, label/QR readability on a bag or associated packaging, and a method to retrieve the correct batch/plant information where relevant.
- Pallet or distribution unit: links from pallet/dispatch to constituent bags or production lots where useful.
- Bulk cement: a digital reference on an accompanying delivery document, loading ticket or other permissible carrier, connected to the right cement type, silo and loading batch.
- Customer portal/API: structured retrieval for concrete producers, building information systems and procurement requirements.
Do not decree "one code per bag" or "one code per truck" as an adopted universal legal rule. Test the data chain first; defer final legal granularity until the delegated act and product standards establish it.
Step 7 - Integrate plant and conformity systems
Typical sources are ERP for product masters/orders, laboratory quality systems for performance tests, production historians/MES for grinding runs and silo movements, EPD/LCA repositories for environmental declarations, document management for DoPC and safety data, and supplier records for clinker/additions.
Create one data owner per field, a reconciliation job for version mismatches and a rule for when a new recipe, plant change or revised EPD requires a new product record versus a new version. Record which data is accepted automatically and which requires QA/environmental approval.
Pilot scenario: one CEM II product manufactured at two plants with different clinker factors, sold as bags and bulk, with two valid declaration sets. A successful system does not silently show the same plant-specific carbon figure for both plants.
Step 8 - Prepare permissions, registration and service continuity
Article 76 contemplates access levels and authorised updates within the construction DPP system. Define a public/customer/authority/internal access matrix and preserve supporting documents according to the actual legal rules. Keep trade secrets separate from legitimately disclosable regulatory data.
Do not assume that a battery-specific Registry onboarding step or deadline automatically applies unchanged to cement. Follow the CPR delegated acts and their interaction with the EU DPP architecture. Ensure the platform supports portable identifiers, structured exports, version histories, service continuity, independent backup where applicable and QR/resolver survival on vendor failure.
Step 9 - Run a controlled proof of concept and measure readiness
Test one plant, one CEM I or CEM II family, at least one alternative formulation, a bagged product and a bulk delivery. Include:
- Correct product type, plant and current DoPC reference after a scan.
- Constituent provenance and evidence available to authorised staff.
- Environmental record linked to the correct product, period and declared unit.
- Confidential recipe hidden from unauthorised users.
- Changed recipe/EPD produces an approved, traceable update.
- Bulk loading and bagging records do not get mixed up.
- Long-term retrieval/export/recovery plan passes a desk test.
Do not label a pilot as "EU-certified cement DPP" when the final legal DPP scheme is not yet operational for the product.
Cement implementation questions manufacturers actually need answered
When is a Cement DPP compulsory?
The CPR framework is in force, but the cement product-family transition, construction DPP delegated act and final dates need to be confirmed. The 2027 standards timetable is indicative, not itself the passport start date.
Is cement governed by the ESPR or CPR?
For construction products, the revised CPR is the primary route to the construction DPP system. The ESPR includes provisions for possible complementary ecodesign intervention; do not simply apply the iron/steel delegated-act process to cement.
Do clinker, gypsum or limestone each need a separate legal DPP?
Not automatically. Linked constituent material records can improve traceability and environmental calculations, but a commercial "DMP" relationship is not, by itself, a universal statutory obligation.
Does a concrete producer need the same Cement DPP as the cement manufacturer?
No automatic equivalence. Cement and downstream concrete products have distinct product and harmonised-specification scopes. The concrete producer may need cement documentation and data as upstream inputs.
Does an EPD replace the construction DPP?
No. An EPD can supply verified environmental data; the DPP has additional identity, conformity, access and lifecycle functions.
Can one cement passport cover production in different plants?
Do not combine different plant-specific technical or environmental declarations in a way that misleads the recipient. The final regulatory granularity is pending; pilot explicit plant/recipe/version identifiers and controlled selection.
Does every bag need a unique serial QR?
Not currently a proven universal rule. Product-type identification and legal carrier placement depend on applicable CPR rules. Plan for model/type, batch and delivery-unit links before committing capital to serialization hardware.
Does CBAM make a Cement DPP obligatory already?
No. It creates separate import-carbon obligations for covered goods and importers, not an automatic passport requirement.
What should cement importers request from a non-EU producer?
At minimum, make a structured checklist of conformity documentation, applicable technical product data, plant/source information, relevant environmental evidence and any separate CBAM data obligations. Review importer responsibility for each legal regime.
What is the highest-risk data gap?
Frequently, reconciliation between declared product type, actual plant/recipe, verified environmental boundary and the batch sold. The gap is operational, not something a QR code fixes.
